This letter refers to an inspection conducted at the Arkansas Nuclear One, Unit 1 and Unit 2 facilities, on June 17-20, and on July 14-18, 1980.

During this inspection it was found that certain activities under your license appear to be in non, compliance with NRC requirements.

These items and references to pertinent requirements are listed in the Notice of Violation enclosed herewith as Appendix A.

In our judgment, the items of noncompliance in Appendix A indicate a continuing

' failure on your part to effectively implement controls over your training program.

We are particularly concerned over your failure to take prompt corrective action in the area of training regarding items of noncompliance identified during previous inspections.

We are also concerned over the repeti-tive history of noncompliances associated with licensed operator requalifica-tion training.

While recent inspection findings indicate actions have been initiated to upgrade the training program, actions taken over the past year have not been sufficient or timely enough to prevent recurrence of numerous items of noncompliance in this area.

These items, together with a history of recurring noncompliance during the past three years, collectively indicate inadequate control of your licensed activities.

Consequently, we propose to impose Civil Penalties in the cumulative amount of Twenty-one Thousand Five Hundred Dollars ($21,500.00) for the noncompliance items set forth in Appendix A.

Appendix B to this letter is a Notice of Proposed Imposition of Civil Penalties.

You are required to respond to the Notice of Violation, and in preparing your response you should follow the instructions of Appendices A and B.

The recent history of recurring noncomp?iances at the Arkansas Nuclear One facilities indicate a need for you to take action to upgrade your control of licensed activities.

Therefore, in addition to your response to the specific items of noncompliance identified in Appendix A, describe actions you have taken or plan to take to improve your overall control of licensed activities to achieve continuing compliance.
