20555 October 2.,1980 IE Circular No. 80-22: CONFIRMATION OF EMPLOYEE QUALIFICATIONS In recent months, the Nuclear Regulatory Commission has determined that in two unrelated actions a utility aad an architect-engineering company employed tech-nically enqualified individuals as designers / engineers by failing to confirm the validity of their technical and educational qualifications as presented in their employment applications.
In both of these instances, the employers mistakenly assumed that the personnel firms supplying these individuals had investigated and confirmed previous career experiences. In view of the fact that the unquali-fied persons la both of these cases were discovered as a result of allegations to this effect, rather than through internal company procedures, we b211 eve that this matter warrants your attention.
We are hereby recommending that your employment procedures be raviewed to deter-eine that your company has in effect employment policies which confirm the professional qualifications of employees. In the event you conclude that your present procedures do not fully address this catter, we recommend that you take prompt remedial action in this regard.
No written response to this Circular is required. If you desire additional information regarding this subject, contact the Director of the appropriate NRC Regional Office.
