Identification and Description'of Occurrence:

Placed fuel in cell 58-19 with adjacent control rod, 54-19, withdrawn. There was no fuel in cell 54-19.

Conditions' Prior to Occurrence:

Unic 1 @ 1040 MWe.

Unit 2 @ refueling ynit 3 @ 1025 MWe.

Action specified in the Technical Specification Surveillance Requirements met due to inoperable equipment. Describe.

NA Apparent Cause of Occurrence:

Procedure error.

Analysis of Occurrence:

There was no damage to plant equipment. There was no activity release, no personnel exposure or injury and no danger to the, health or safety of the public.

Corrective Action

The fuel support casting replacement procedure will be revised to assure all refueling interlocks normal aft'er maintencnce.
