' Based on the inspection conducted on August 6-8, 1980, it appears that certain of your activities were in noncompliance with NR requirements, as noted below. This is a deficiency.
'10 CFR 50, Appendix B, Criterion IX states in part that, " Measures shall be established to assure that special processes, including.
. nonde-stractive testing, are controlled and accomplished by qualified' personnel using qualifird procedures in accordance with applicable codes, standards, e
specifications, criteria,.and other special requirements".
Wm. H. Zimmer Nuclear Power Station FSAR, Chapter 17, Paragraph 17.1.9.2 states "Special processes are accomplished and controlled by qualified personnel using qualified procedures in accordance with applicable codes, standards,' specifications, criteria, or other special requirements".
Contrary to the above, Kaiser Engineers, Nondestructive Examinations Procedure - Personnel Qualification No. 4.5, R. 2, does not specify experience for Level.II. personnel being certified in the methods of magnetic particle, ultrasonic and radiographic examinations commensurate with SNT-TC-1A,~1968 Edition requirements.
