Gentlemen:

This refers to the telephone conversation between you and Mr. James M. Allan of

-this. office on. September 16, 1980,. regarding certain matters affecting the emergency preparedness capabilities at the Three Mile Island - Unit 2 site.

Some of these concerns were also discussed by Drs. Charles Gallina and Robert Bores of our office and Mr. George Kunder and other members of your staff at th.

Three Mile Island site on September:11,1980.

With regard to the matters brought to your staff's attention by Drs. Gallina and Bores and discussed in our above referenced telephone conversation,.it is our understanding that the following actions will be undertaken and completed as outlined below:

1.

, Review all emergency plan. implementation procedures with respect to Unit 2 with appropriate updating ~to reflect (a) existing. types, locations and uses of facilities and (b) action levels based on currently' installed instrunentation and environmental. surveillance functions reflective of recovery operations r

at the Unit 2 site. This review and updating will be completed by October 20, 1980 with a copy of the revised procedures submitted to us by that date.

2.

Review emergency organization for Unit 2-to ensure that the assignment of-emergency duties is clearly defined including the interface with Unit I and-offsite licensee personnel. This review will be completed by October 20, 1980.

Review the -system currently utilized to document, evaluate and correct 4

drill identifie1 deficiencies in your emergency response capability to include not oni.y the assignment of responsibility for corrective actions but also a means for determining current status, projected completion dates and final resolution for each item. This review will be completed by October 20, 1980.
