Oyster Creek Nuclear Generating Station Docket No. 50-219 Fire Protection - Alternate Water Supply and Communications in accordance with the Oyster Creek Nuclear Generating Station Operating Liconse No. DPR-16 paragraph. 3.E, the purpose of this correspondence is to notify you of a slippage in the implementation schedule for the installation of the A l ternate Water Supply indicated in Table 3.1 item 3.1.20 of the NRC Saf ety Eval uation Report (SER) on Fire Protection. Additionally, the installation of the repeater / base station communication system, as discussed in our letter dated December 7, 1979, will al so be del ayed.
The delay in the installation of the Al ternate Water Supply has been caused by equipment delivery delays and a shortage of engineering personnel due to other high pr ior ity projects ( TMI Lessons Learned, SE P, etc. ). With regard to material delivery delays, the primary contr ibutor is the underground piping which w as ordered September 3,1980, w ith a September 17, 1980, delivery date; however, we have been noti f ied by the verdor that delivery cannot be made until October 6, 1980.
A dd i t iona l l y, the Motor Control Center for the new pump will not be celivered until early December. Presently, the system design and the t i e-i n - w or k to the ex i sting yard loop has been comp l eted and by November 1, 19b0, we expect that (1) the decontamination work on the tank and pump will be 90 i> complete (2) the foundation work for the building will be 90% comp l ete and, (3) the underground piping work will be partially installed.
The delay in the installation of the repeater / base station correnunication system has also been delayed due to material delivery problems. The order for the radio equipment was placed in May 1980.
The contractor has experienced delays in supplying both the repeater and the antenna cable. As the cable must be qual i f ied for use at Oyster Creek, receipt at Oyster Creek was delayed until October of this year.
95% of the installation activities for this project center around the antenna cable. Additionally, since the majority of the installation work involves safety related and radiological areas, the number of workers in the area has been limited due to plant safety and rad i o l og ical reasons.

In tne interim please note that all other fire protection systems (i.e.,
fire detection / alarm, a u t om a t i c suporession, hose stat ion, barr ier mod i f ications, etc.) have been completed a and are operational, which has substantially reduced the probability of occurrence and the damage potential for fires; therefore, we fe 1 that the delays indicated above will not be inimical to the heal th and saf ety of the public.
