Dear Dr. Ray:
In January the chairman of the Illinois Commerce Commission released two reports dealing with nuclear power plants in Illinois.
One report was authored by Dr. Ernest C. Tsivoglou, P.E.
assisted by Dr. Anthony J.
Foltman and is titled, " Environmental Radiation Protection at the Dresden Nuclear Power Station - ' Usual and Poten-tial Environmental Radiological Impact of Boiling Kater Reactor Operation, and Responsibility of the State" and is dated November 30, 1972.
Tile other report is by Dr. Ralph E. Lapp and is dated December 7, 1972.
It has no overall title but has a section titled " Technical Aspects of Nuclear Power Generation in Boiling Kater Reactors" and another titled " Investigation of Abnormal Reactor Occurrences at the Dresden Nucicar Power Station".
I assume that your s taff now has these reports in its possession and.has studied them.
I would particularly like to call the Atomic Energy Commission's attention to the conclusion of Dr. Ernest C. Tsivoglou contained 8010 M0 h f cm_u$s;'i11-6d !

He states In view of the technology now available releases from the Dr-1 (Dre s der. -1) generating unit are clearly not "as low as practicable",

Cor4pany will seriously consider measures to reduce those releases sharply in the near future.
The Atomic Energy Commission on December 3, 1970 promulgated a "as low as practicable" policy for radioactive releases from nuclear plants.
Today, more than 27 months later, Commonwealth Edison Company to my knowledge has made no effort to comply with the AEC policy.
Dr. Tsivoglou points out that the Dresden-1 unit had a specific release rate of radioactivity "about 50 times as high as that for Dr-3 (Dresden-3) and about five times as high as the ratc for DR-2 (D res den-2 )"
(p. 31).
It seems to me that a reactor operating in violctioa of AEC policy and 50 times as " dirty" as a newer reactor ought to be cleaned up or shut down immediately.

and additional cases of cancer and leukemia because of Dresden-1 will occur.
The Atomic Energy Commission has a duty and responsi.bility to act.
