':r. ;4 An investigation was conduct 1d during the period April 24 to May 23, 1978 concerning the falsification of patrol records and guard fire-ams qualification records. by the guard service contractor at Dresden e-l:.g.:
as reported to us by Commonwealth Edison Company.
The investigation 3gr confi m ed that these falsifications did occur.

Letter dated April 25, 1978 set forth licensee corrective actions, g
and an inspection conducted on June 20, 1978 confimed that the g3T licensee had completed the corrective actions which were stipulated

The investigation findings and the inspection results were discussed with Commonwealth Edison management in a meeting held on June 22, 1978 in our office. Also in attendance at this meeting were representatives of Burns International Security Services, Inc., the guard service

Also present as observers were representatives of the "E
State of Illinois Attorney General's office and the Citizens for a 44" Better Environment.

. f:f While we are concerned with the falsification of records which occurred, we have not cited the licensee for any items of noncom-

pliance in view of the licensee's identification of the falsifi-

Although we have concluded no NRC enforcement action is indicated,

we recommend our investigation report be referred to the OIA for
