Gentlemen:
We have reviewed your request dated fievember 29, 1976, which proposed changes to the radiological environmental monitoring programs at tF.e Dresden, Quad Cities and Zion iluclear Power Stations.
Your request included the proposed Technical Specifications for implementing these programs and indicated that the target date for implementation is July 1,1977. Your request also indicated that a timely decision was needed to assure that the contractor chosen for this work would be prepared with the needed equipment, approval procedures and trained personnel.
Our review indicates that in general your proposed radiolojical b
environmental renitoring program is acceptable. As discussed with r
John Golden of your staff, there are several itens that need clari-f:
fication or nodification before a license amendr.ent can be issued.
l The cost critical of these items are:
1.
A specification on the lower linits of detection of radioactive nuclides in the environment as defined in HASL-300 is required.
2.
The use and availability of the air sampler requires clarification.
3.
Provision for reporting of anomalous neasurenents of radioactivity in environmental samples should be included.
4.
The bases used for the selection of sanpling redia included in g.
the proposed program is required.

Composite water sampling with garuna spectra and tritium analysis is required.

The inclusion of fish sampling in the program should be examined.
