Dear Mr. Denton:

Reference (a) reouested Commonwealth Edison Company to amend the Zion Station Technical Specifications with respect to reactor decay heat removal capability, specifically while in shutdown mode of operation.

Reference (b) also requested Commonwealth Edison to review and amend, if necessary, the Zion Station Technical Specifications regarding the naintenance of a minimum level of water over the top of irradiated fuel.

Commonwealth Edison has been performinq detailed reviews of the areas identified in References (a) and (b) with respect to the current Zion ".'echnical Specifications and the St.andard, Technical Specifications for Westinghouse PWRs.

Since re ;ponses to the requests of References (a) and (b) are due within a couple of weeks of each other, and since both requests primarily address refueling activities, Commonwealth Edison proposes combining both requests i

into one submittal.

This approach provides for more ef fective utilization of Commonwealth Edison's On-Site and Of f-Site Review l

personnel, Currently, Commonwealth Edison review functions are

reviewing four separate amendment requests from the NRC staff.

The scope of these reviews are quite extensive and will require additional time for completion.

Commonwealth Edison anticipates that the consolidation of the above :equests into a single submittal to the NRC staf f will be completed by October 31, 1930.
