This letter is to confirm the dates of October 6,1980 through October 10,1980 for a visit by the NRC staff to your control room. The objective of this visit is to prepare a preliminary evaluation of the control room with regard to the following: /

1.

The adequacy of information presented to the operator to reflect plant status for normal operation, anticipated operational occurrences, and accident conditions; 2.

The groupings of displays and the layout of panels; 3.

Improvements in the safety monitoring and human factors ennancement of controls and control displays; 4.

The communication from the control room to points outside the control room, such as the on-site Technical Support Center.

(This communication link must also be coordinated with new requirements for transmission of plant systems data to NRC);

5.

The use of direct rather than derived signals for the presentation of process and safety informatinn to the operator; 6.

The operability of the plant from the control room with multiple failures of non-safety-grade and non-seismic systems and control room systems; 7.

The adequacy of operating procedures and operator training with respect to limitations of instrumentation displays in the control room; 8.

The categorization of alarms, with unique definition of safety alarms.

To assist the staff in its evaluation, your cooperation is requested in the following ways:

1.

Admittance for several people to the control room as needed for the duration of the visit; I

2.

Two qualified control room operators or simulator instructors to assist j

Permission to use video and audio recording equipment and photographic equipment in the control room; 4

Access to copies of selected emergency procedures used in control room operations ;

5.

A briefing and debriefing with the plant manager.

As previously discussed with Carl Stahle, NRC, PM, we expect to be at the Watts Bar security gate at 1:00 p.m., on Monday, October 6,1980. The visiting team will consist of members of the NRC staff and its consultants.

The names of the visiting personnel are enclosed.

Prior to our visit, we request that you perform a preliminary human factors assessment of your control room as noted in paragraph I.D.1 of NUREG-0660 to identify significant human factors and instrumentations problems and establish a schedule approved by the NRC for correcting deficiencies. Please forward the results to us prior to our visit.

In addition, we request that you send us the following data, photographs, and information along with your preliminary assessment:

1.

Pictures or slides of the control room.

2.

Control room drawings showing and identifying systems, cabinets, displays and controls, including the process computer and associated displays.

3.

A control room overview drawing (TOP VIEW) showing location and identifi-cation of equipment in the control room.

4.

The following contacts name and phone number:

An arrangement for a shift complement of operators to assist us during procedure walk-throughs on Thursday, October 9,1980.
