DPR-42 50-306 DPR-60 Spent Fuel Pool Water Level This letter responds to the NRC letter of August 15, 1980, from Mr Thomas M Novak in which it is requested that we review Technical Specifications and procedures and make whatever revisions are necessary to assure that exposure of irradiated fuel assemblies and control rods cannot occur during transfer.
Our applicable Technical Specification 3.8, Refueling and Fuel Handling, does not require a minimum reactor cavity water level.
In the past, this level has been maintained administratively.
In addition, ins talled radiat ion monitoring equipment will warn of the impending exposure of fuel.
We believe that the controls exercised in the past have been adequate to assure that exposure of fuel cannot occur. However, revisions have been made to procedure DS, Reactor Refueling, which controls the entire refueling operation. The revisions include:
1.
Verification prior to the start of fuel handling of minimum reactor cavity water level (23 feet about the reactor vessel flange).
2.
Suspension of fuel handling if reactor cavity level drops below minimum.
In addition, instructions will be issued prior to the next applicable fuel handling activity to verify and log reactor cavity water level at least daily during periods when the 23 foot minimum level is required.
A Technical Specification change implementing the 23 foot requirement will be requested in conjunction with the decay heat removal system Technical Specification changes requested in a letter dated June 11, 1980.
A submittal by mid October is planned.
