Dear Mr. Grier:

In response to your letter of July 31, 1980, and in accordance with 10CFR2.201, the attached reply addresses the Notice of Violation which was included as Appendix A of the referenced Inspection Report.

The noted vio-lations consisted of six items of noncompliance identified in six of the twenty areas inspected.

In addition to the need for corrective action regarding these specific items of noncompliance, your letter expressed concern about the implementation of our management control systems that permitted them to occur.

Consequently, the attached response addresses in particular, those actions taken and planned to improve the effectiveness of our management control systems.

In addition to those actions outlined in our response, it should be noted that a licensee security professional will be assigned full time to the Beaver Valley Security Organization in a supervisory capacity as of September 5, 1980. With regard to the meeting held at Region I on July 18, 1980, I have directed that my office be provided with a written status report every two weeks on each of the commitments Duquesne Light Company made at that meeting until the cocrltcants are fulfilled as scheduled.

Since this response contains information subject to Section 2.790(d),

Title 10, Code of Federal Regulations and is, therefore, exempt from disclosure, it is my understanding that this response will not be placed in the Public Document Room and will receive limited distribution.
