I We have under review three proposed changes to the Technical Specifi-cations of Facility License No. DPR-2 for the Dresden Unit 1 facility.
(1) Your proposed change to permit installation of an emergency core cooling system (Proposed Chnge No.17) dated October 10, 1968, supple-mented by letters of September 17, 1970, and March 26, 1971, (2) Your proposed changes in effluent limits dated January 18, 1971 (Proposed Change No. 21), and (3) Proposed changes dated March 3,1971, related to primary system leak detection, administrative controls, containment leak rate tests and the emergency condenser system.
In several dis-cussions regarding inadequacies in each of the above submittals, Commonwealth Edison personnel have indicated that supplemental infor-mation regarding each proposed change would be submitted proeptly.
Since your supplements have not yet been received, we have prepared the enclosed request for additional information, based on the description and analysis in your submittals.
In its interim policy statement of June 19,1971 (copy enclosed), the Commission adopted interin acceptance criteria for Emergency Core Cooling Systems (ECCS). In accordance with this policy statement, you are requested to provide a reanalysis of the ECCS for Dresden Unit 1 by January 1, 1972, using methods equivalent to those in Appendix A g
of the statement, and to effect conpliance with the ECCS criteria given in the statement by July 1, 1974.

as soon as practicable, however. Therefore, you should provide the information requested in the enclosure regarding your proposed ECCS modifications promptly so that upgrading of the system can be effected during the 1971 outage.

Com:aonwealth Edison Company We also request that you submit a proposed technical specification and basis for a program of inservice inspection of t! e structural integrity of your primary system boundary.
Ihe proposed program should be based, in part, on your past experience with through-pipe cracks and the capability of your present program for detecting cracks prior to their growth to through-pipe cracks. Your response should take into account the requirements of Section IV.C.1(b) of the Corsission's interim policy statement regarding the prompt inauguration of an augnented inservice inspection program und detection of primary system leakage.
