Supplemental Response to Inspection Report No. 50-10/74-13 and No. 50-10/74-09 Dresden Units 1 and 2, Letter dated December 26, 1974, NRC Dkts. 50-10 and 50-237_

Dear Mr. Keppler:

Our response, dated January 17, 1975 to the enforceront included items contained in the above referenced inspection reports an interpretation of.a temporary procedure change which is in disagreement with your evaluation (Item A.1.b).

Using your in-terpretation of the intent of the temporary procedure change does lead to the conclusion that the incident was a violation of the Technical Specifications.

The corrective action for this violation remains as previously stated, that is, retraining on the use of the temporary change procedures.

Commonwealth Edison believes that the use of the temporary change procedure is the prudent action to deal with conditions which are judged less safe than originally intended by a procedure.

This concept was the basis for the responso in.my letter of January 17,'1975.
