} Detroit Edison Letter EF2-49-007 I The Detroit Edison Company hereby submits the following revision to our j reference letter dated May 13, 1980, which responded to IE Bulletin 80-02, i " inadequate Quality Assurance for Nuclear Supplied Equipment".

Additional Response to Question 3 The supplier's QA/QC program in ef fect at the time of purchase of the subject equipment is described in the Marvin Engineering Company Quality Assurance
Manual.No. 7, Revision O. The receiver's QA/QC program in effect at the time of purchase is described by General Electric Company's stat ment.in TDEC-3782 (the enclosure to EF2-49,007) that they applied their " quality Assurance Requi rements - I I" (QAR-i l) , Revision I, plus QA Supplements 26,
28 and 29 to this order.

Detroit Edison accepts these statements as providing the bases for judging that the. Integrity of the equipment is sufficient to permit plant operation 1 during normal and accident conditions. Our reasons are as follows:

1. _ Quality assurance requirements for reactor internal structures are designated in the Fermi 2 FSAR as "S", signifying that "The structure, j system or component meets the QA requirements defined in the purchase rpecification". Reference pages 3 2-7 and 3.2-20 of the FSAR.

The Product Quality Certifications (Form NED 895-8) furnished by l General Electric, on file at the site, certify that tt subject items do meet the purchase specification with respect to procurement quality requirements. Thus, Detroit Edison's position is that the items are acceptable with respect to the Project's FSAR commitment.

2. Surveillance of the Marvin Engineering Company quality control program was provided by both CBI-N and General Electric QA personnel as described in the enclosed General Electric memorandum of July 18, 1980.

Numerous detailed accounts of the General Electric quality assurance /

quality control efforts in implementing surveillance over the Marvin Engineering Company are documented in the correspondence with Region IV of the NRC. Detroit Edison has reviewed this correspondence and is of the opinion that adequate control over the quality of these items was exercised. A copy of this correspondence is enc'osed.

Fermi-2 Feedwater Thermal Sleeves The Fermi-2 feedwater ther. mal sleeven which are used in conjunction with the feedwater spargers were placed on order with CBI-N under purchase order 205-CSFil. The material was supplied by GE. All material properties were verified to meet the GE material specifi-cations prior to shipment to CBI-N. CBI-N, because of shop load, subcontracted the fabrication of the thermal sleeves to Marvin Engineering Company (MIC). Quality Control surveillance during manufacture was provided by both CBI-N and QAEE&I personnel. After completion at MEC in September 1979, the Fermi thermal sleeves were shipped to CBI-N for a quality overcheck. The thermal sleeves were shipped to Detroit Edison on or about October 4, 1979.

We are confident that the Fermi thermal sleeves were fabricated under a properly controlled quality assurance program at MEC and that all of the requirements of purchase order 205-G5Fil were satisfied.
