Dear M?. Keppler:

The enclosed General Electric letter TDEC-3782 of April 29, 1980, is herein transmitted to you in response to IE Bulletin 80-02.

Supplementing the information in the General Electric letter, wa submit the following:

o The thermal sleeves for the feedwater nozzles were manufactured for Fermi 2 by Marvin Engineering on a subcontract with CBI Nuclear; the feedwater spargers were not manufactured by Marvin Engineering.

l o The design function is described in General Electric Topical Report #NEDE-21821-02 "Feedwater Nozzle /

Sparger Final Report" Supplement 2, dated August 1979. l This report was transmitted to the NRC by G.E. Safety and Licensing letter MFN-227-79, Watanabe to Snaider, dated 9-4-79. The thermal sleeves are very low stressed components. I o In response to Question 1.a. the feedwater spargers and thermal sleeves have not been installed at Fermi 2.

o Question 2 is not relevant to Fermi 2 a s the plant is not operational.

EF2-47852, 2/4/80 Marvin Engineering Company manufactured the interference fit feedwater sparger thermal sleeves only for Fermi 2. The thermal sleeves were eventually supplied by CBI Nuclear under General Electric Purchase Order No. 205-G5F11 dated August 16, 1977. General Electric apolied Quality Assurance Requirements - II (QAR-II), Revision 1 plus QA Supplements 26, 28 and 29 to this order. Copies are attached for your information.

Marvin Engineering responded to our inquiry that they applied their QA manual No. 7, Revision 0.

. Please note that the feedwater sparger assemblies were not designed as safety related and were not intended to be fabricated in accordance with 10CFR50, Appendix B and ANSI N45.2.

We trust this information permits you to respond to IE Bulletin 80-02.
