APPENDIX A NOTICE OF VIOLATION Tennessee Valley Authority License Nos. CPPR-150 Hartsville Nuclear Plant CPPR-152 Based on the NRC inspection June 30 to July 3,1980, certain of your activities were apparently not conducted in full compliance with NRC requirements as indicated below. These items have been categorized as described in correspondence to you I
dated December 31, 1974.
As required by Criterion V of Appendix B to 10 CFR 50, and as implemented by PSAR Section 17.1A.5, " Activities affecting quality shall be prescribed by documented instructions, procedures,...and shall be accomplished in accordance with those instruction, procedures,...". TVA Procedure EIS&PN C-301 Rev. 9,
" Reinforcing Steel," Paragraph II. A requires reinforcing steel to be maintained in Level D storage. TVA Procedure CEP-13.02, Rev. 3,
" Storage and Preservation of Materials, Components, and Systems," Paragraph 2.D requires Level D stored items to be on cribbing or equivalent to allow air circulation and to aviod trapping water.
Contrary to the above, July 1,1980, in ten temporary storage areas adjacent to the plant A powerhouse construction site, there were in excess to two hundred examples of reinforcing steel off cribbing on or partly covered by gravel or mud.
