This report responds to the Notice of Violation described in Appendix A of the OIE Inspction Report referenced above. This is our final report on the subject _ noncompliance.

NONCOMPLIANCE ITEM - INFRACTION 518, 520/80-12-01 As required by Criterion V of Appendix B 'to 10 CFR 50, and as implemented by PSAR Section 17.1 A.5, " Activities affecting quality shall be prescribed by documented instructions, procedures,....and shall be accomplished in accordance with those instruction, procedures,...". TVA Procedure RIS&PN C-301.Rev. 9, " Reinforcing Steel," Paragraph II.A requires reinforcing steel )

i to be maintained in Level D storage. TVA Procedure CEP-13.02, Rev. 3, i

" Storage and Preservation of Materials, Components, and Systems," Paragraph 2.D requires Level D stored items to be on cribbing or equivalent to allow air circulation and to avoid trapping water.

Contrary to the above, July 1, 1980, in ten temporary storage areas adjacent to the plant A powerhouse construction site, there were in excess of two hundred examples of reinforcing steel off cribbing on or partly covered by gravel or mud.

This is an infraction.

1. CORRECTIVE STEPS TAKEN AND RESULTS ACHIEVED l i

The reinforcing steel bars cited in the subject report as deficiency storage examples haved either been installed or are being placed on cribbing as required. In addition, a survey of the work area (including temporary storage areas) was conducted to identify additional violations of storage requirements. Deficiencies identified in these areas are being corrected and QCIR's are being written to document their dispostion.

2. CORRECTIVE STEPS TAKEN TO AVOID FURTHER NONCOMPLIANCE QC-Civil personnel involved in reinforcing steel inspection have been instructed to identify and document by CCIR instances of improper storage. The Construction Superintendent has also been notified that inplant storage of reinforcing steel must meet the requirements of storage. level D.

Use of QCIR's will ensure that each case is properly dispositioned and inspected on completion.

3 DATE FULL COMPLIANCE WILL BE ACHIEVED ,

Full compliance will be achieved on September 1, 1980.
