RESPONSE TO OIE BULLETIN 89 15 DATED JUNE 18, 1980 BROWNS FERRY NUCLEAR PLANT POSSIBLE LOSS OF EMERGENCY NOTIFICATION SYSTEM (ENS)
WITH A LOSS OF OFFSITE POWER ITEM Within 10 days of the date of this Bulletin, verify by direct inspection, in conjunction with the appropriate telephone company represen'.ative, that 'the ENS at your facility is pow'ered in'the manner described in the two enclosures.
RESPONSE TO ITEM 1 On June 25, 1980, it was confirmed that the Emergency Notification System (EUS) at Browns Ferry is powered in the manner descritsd in Enclosure 2 to IE Bulletin 80-15 (Hotline utilizes onsite power).
ITEM Those facilities which have station packages requiring on-site power, but which are not connected to a safeguards instrumentation bus which is backed up.by batteries and an inverter or equally reliable power supply, shall make necessary modifications and provide such a connection.
RESPONSE TO ITEM 2 A Design Change Request (DCR) to modify the ENS power supply in order to comply with the requirements of the bulletin has been submitted, and the modifications will be implemente.1 when the necessary materials, craft manpower..and engineering suppor t become available.

All facilities are to develop and conduct a-test, t thin 60 days of the
' issuance of this Bulletin, to verify that all extensions of the E!!S located at your facility (ies) to the NRC Operations Center in the event of a loss of offsite power to your facility (ies). Tnis is not intended to mean that an actual loss of offsite power be executed.
r RESPO!E ~- TO ITEM 3 The ENS at Browns Ferry is not presently supplied with power from a source that would remain operable in the event of a loss of offsite power.
Therefore, it is not necessary at this time to conduct the testing described in item 3 of the bulletin. When the modifications described in item 2 are completed, the required testing will be performed.

' ITEM Prenare and issue an administrativo procedure or directive which requires notification to the NRC Operations Center by commercial telephone or relayed message within one hour of the time that one or-more extensions of the ENS located at your facility (ies) is substantially found to be inoperable for any reason.
RESPONSE TO ITEM S Administrative procedures have been prepared and issued to comply with the requirements of item 5 of the bulletin. The commercial telephone number for the NRC Operations Center is 301/492-8111.
MANPOEtt REQUIRED AND CORRECTIVE ACTION / REPORTING The manpower extended to review this bulletin and prepare a response is approximately 20 man hours. However', the manpower required to perform the necessary modifications to comply with the requirements of. item 2 is estimated' at 200 man hours.
