On April 21, 1980, a transport vehicle carrying radioactive waste left your Browns Ferry facility for Barnwell, South Carolina.
Radiation surveys on April 25 and 28 at Barnwell, South Carolina, revealed an area on the vehicle surface with radiation levels of approximately 600 millirem per hour.
Our investigation of this matter indicated that the problem most likely resulted from an inadequate radiation survey of the transport vehicle after loading of the packages of waste.
The specific event and our concerns relative to the noncompliance were discussed in a meeting held on May 21, 1980, in the Region II Office in Atlanta, Georgia, between Mr. James P. O'Reilly, Director of the Region II Office, and his staff, and Mr. J. R. Calhoun of your staff.
As the result of our investigation of these matters and our concerns as discussed in this ri.eeting we propose to impose a civil penalty for the item of noncompliance set forth in Appendix A to this letter, in the amount of $5,000.
Appendix 8 of this letter is a Notice of Proposed Imposition of a Civil Penalty.
You are required to respond to this letter, and in preparing your response you should follow the instructions in Appendices A and B.
In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations, a copy of this letter and the enclosures will be placed in the Co.; mission's Public Document Room.
