OCCURRENCE:

On August 16, 1980, the reactor was being operated at power with "B" boiler feedpump out of service due to valve leakage. Iroblems were subsequently experienced with "A" boiler feedpump governor and speed control.

This is being reported as a degraded mode of LCO 4.3.2 per Fort St. Vrain Technical Specification AC 7.5.2(b)2.

EVENT

At 0110 hours0.00127 days <br />0.0306 hours <br />1.818783e-4 weeks <br />4.1855e-5 months <br /> on August-16, 1980, with the plant operating at approxi=ately i

30% thermal power and 60 MUe, "A" boiler feedpump was taken off line to in-vestigate proble=s with governor and speed control. Control instability had been observed at 0050 hour5.787037e-4 days <br />0.0139 hours <br />8.267196e-5 weeks <br />1.9025e-5 months <br />, and a load decrease was initiated at that time as a precautionary measure.

The "B" boiler feedpump was out of service due to leakage at the discharge check valve, and the auxiliary boiler had been placed in service as required by LCO 4.3.2.

Following the removal of "A" boiler feedpump from service, operators initiated an investigation to determine the source of the control problems with "A" boiler feedpump in an attempt to return it to service prior to the 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> time period in which a plant shutdown would be required.

By 0515 hours0.00596 days <br />0.143 hours <br />8.515212e-4 weeks <br />1.959575e-4 months <br /> on August 16, the problem with "A" boiler feedpump controls still had not been resolved. However, the reactor had been shutdown as a prudent measure due to leakage in the hydraulic oil system. With the plant shutdown, requirements of LCO 4.3.2 tor boiler feedpump operability are no longer applicable.

determined to be the result of the governor vorm drive gear being loose on the shaft.
