At 0600 while reducing power due to a saltwater leak, the condensate demineralizers were placed in service and the annonia pump was started.

During this time the pH level decreased to below the Tech Spec limit of 7.5 (T.S. 3.7.1.6.b).

The demineralizers were inmediately taken out of service and a valve from the ammonia tank to the manifold was discovered to be closed. The valve was opened, and pH returned to normal at 0820. This is not a repetitive oc:urrence.

CAUSE DESCRIPTION AND CORRECTIVE ACTIONS:

A Lab Technician,when placing the ammonia feed pump in service, failed to notice that the feed line from the ammonia tank to the manifold header had been shut off.

Corrective action was initiated at approxi.mately 0700 by opening the manifold valve to allow ammonia feed.

All Radchem Technicians were reinstructed in the proper valve operation for system pH control.
