Subject:

Oyster Creek Nuclear Generating Station Docket No. 50-219 I E Bulletin 80-17 Supplement No. I to the subject bulletin invoked additional licensee actions. The purpose of this letter is to provide required response to items A.,1 ) thru A., 5).

It should be noted that response to items B.,1) and B., 2) shall be addressed in future correspondence.

Item descriptions will not be repeated. However, item numbers correspond to those given in the original bulletin.

Item: A.,1)

Preliminary analysis of the adequacy of the "as built" SDV system and associated vent and drain systems shows the system to be designed utilizing good engineering practices. The bases for this conclusion are as follows:

(1) All vent and drain lines are continuously sloped toward their drainage path.

(2) All vent and drain lines are not interconnected with other systems, precluding system interface problems.

(3) Vent and drain lines are connected to the RBEDT which is vented to atmosphere without a loop seal. -

l (4) SDV headers are sloped in the direction of the SDIV.

No loop seals are present.

(5) The results of the scram testing performed as a result of I E Bulletin 80-17 revealed no items of concern with regard to the SDV piping configuration.

(6) Results of the daily ultrasonic detection for water and after scrams have revealed no water accumulation.

Mr. Boyce H..Gricr, Director August 7, 1980 Preparation of the first draft of "as built" isometric, plans, sections and

details of the SDV-and vent.and drain systems was completed on August 4,1980.

Copies of these drefts were submitted to NRR and I E representatives at the meeting of August 3 c 1980 at the Region I office in King of Prussia. These drawings were veril,ed correct by individuals preparing them and are now in the checking and approval stages prior to issuance as a controlled JCP&L drawing.

After final approval has been obtained, copies of the applicable drawings will be forwarded.

More detailed analyses of the SDV system and vent and drain systems will be performed in the course of composing a response for Item B., 2) of this bulletin, The detail of.the anlysis and description of any identified design deficiencies will be provided at that time along with the description of any improvements proposed.

Item A., 2)

A thorough review of the Oyster Creek procedures was conducted. Applicable procedures had previously been updated to include operator actions which would constitute initiation of SLCS without obtaining prior suurvisory approval.

Based on the above no procedural revisions were necessary in order to adhere to this requirement.

Item A.,

3 Procedural changes to specify remedial action when water is found in the SDV system and it should be free of water are being held pending installation of the SDV water level monitoring system as described in paragraph B.,1) of I E Bulletin 80-17, Supplement No.1.

However, a " Standing Order" to commence an orderly shutdown of the reactor under these conditions has been issued.

This document shall remain in effect until the SDV level monitoring system is operable and the necessary new/ revised procedures are issued.

Item A., 4)

An administrative change has been incorporated into existing surveillance procedures. This change requires Control Room Operator verification that the SLCS switch key is available at the end of each shift prior to shift turnover.

The Control Room Operator's signature is required on a operator turnover check list. The oncoming Control Room Operator is required to read and sign the check list which serves as a-secondary verification that the key is available.

Item A., 5)

Monitoring of water levels in all scram discharge volumes is being performed on a daily basis pending'insta11ation and operability of the cont huous water level monitoring system.
