SUPPLEMENTAL RESPONSE t'BULIETIN 80-02
Dear Mr. O'Reilly:
In our initial response to IE Bulletin 80-02 dated April 21, 1980, Serial No. NO-80-601, Carolina Power & Light Company supplied a list of components supplied by Marvin Engineering Company and the vender QA program in effect at the time of manufacture for the Brunswick Steam Electric Plant (BSEP).
During subsequent telephone conversations between Mr. Austin Hardin, of your office and Mr. R. M. Poulk, of the BSEP plant staff, additional information was requested concerning Item 3 of the subject bulletin. The following infor-mation is provided as requested:
The Unit No. 2 feedwater spargers were built to Marvin Engineering's QA Manual No. 7, Revision 0.
Marvin's QA program has been exhaustively reviewed by the NRC as documented in Docket No. 99900388/79-01. All of the NRC's concerns have been addressed and resolved by Marvin Engineering as noted in the NRC's letter of April 3,1980, Karl V. Seyfrit to Marvin Engineering Company.
The subject equipment was evaluated by G.E. and does not require the
" essential" ("important to safety") equipment classification. In additi6n, G.E. has considered credible failures and concludes that any such failures of the feedwater sparger would not prevent any "important to saf aty" equip-ment f rom fulfilling its function.
The NRC has licensed and continues to license plants with "not important to j
safety" feedwater spargers. NRC's memo, Schroeder to Thornburg dated Sep-tember 26, 1979, documents the recent NRC position regarding the "not im-portant to safety" and nonseismic Category 1 classification of the feedwater spargers.

requirements, no records are required to be retained by CP&L under the requirements of 10CFR50, Appendix-B. However,'we trust the NRC's review of the Marvin QA-program -~ concluded after the. issue date for IE Bulletin 80 satisfies Item 3 of the Bulletin.
