Inspection No. 50-333/80-06 As a res lt of an NRC routine, unannounced physical security inspection conducted on April 14-18 and April 23-25, 1930, at the James A. FitzPatrick Nuclear Power Plant, Scriba, New York, apparent items of noncompliance associated with the implementation of~your physical security plan were identi-fied.
One of the most significant of these items was your f ilure to continuously assign to the Auxiliary Access Control Point security force personnel who would be responsible for the last access control function.
Also of concern was your use of untrained security force members to perform this function on certain occasions.
In addition, your failure to maintain the integrity of the vital areas through the use of adequate barriers, mechanical locks, and card key access control further demonstrated weaknesses in your physical security program.
These matters were discussed at a meeting at your headquarters in New York on April 24, 1980 with Mr. Boston and other members of your staff.
In light of the number and the seriousness of these noncompliances and their indication of serious inadequacies in the implementation and management of your physical scurity program, we propose to impose civil penalties for the items of noncompliance set forth in Appendix A to this letter in the total amount of Forty-eight Thousand Dollars.
Appendix B of this letter is a Notice of Proposed Imposition of Civil Penalties.
In addition to the need for corrective action to avoid further noncompliances of the types identified in Appendix A, we are concerned about the effectiveness of the management of your physical security program in that your program did not prevent the noncompliances from occurring.
Consequently, in your reply you should describe those actions taken or planned to improve the effectiveness of the management of your physical security syste.n.
