- 1. Introduction Non-normalized one-half inch plate materials (SA-516 Gr. 70) purchased without Charpy impact testing were used in fabrication of ASME Code stamped personnel air locks for the Catawba Nuclear Station. The personnel locks, therefore, do not meet the specified requirements of the Catawba PSAR, Section 3.8.2.1 (2).
This report is being filed as required by 10 CFR 50.55 (e) to document this J deficiency and to provide Duke Power Company's evaluation and the corrective action to be taken. . j A possible deficiency was first discovered by W. J. Woolley Company in November, 1979. Since that time, a review, by the parties involved, of the material doc-umentation and interpretive inquiries to ASME has indicated that a deficiency does exist, applicable to Catawba personnel locks, Unit 1 and 2 (Serial Numbers 32360, 32385, 32290 and 32325). Duke Power Company notified Mr. C. R. McFar-1 land of the NRC, Region II, that this problem was reportable as a 10 CFR 50.55 (e) deficiency on July 11, 1980.
- 2. Background Information The four (4) personnel air locks for the Catawba Nuclear Station were designed by the W. J. Woolley Company of River Furest, Illinois. This company also supervised the fabrication of the locks by their subcontractor, Lamco Indus-tries, Inc. of El Cajon, California.
The general arrangement 'of the personnel locks is the same for all locks and is shown on drawing 32360 ( Attachment No.7.2). One-half inch SA-516 Grade 70 plate material was used in fabrication of the lock barrel, bulkheads, stiffeners, and miscellaneous attachment supports and mounting plates. i On November 16, 1979, Duke Pcwer Company was informed by telecon (and follow-up letter dated November 20,1979) from W. J. Woolley Company of a possible ASME Code violation concerning this material. Since : hat time, the problem has been under investigation by Duke Power Company, W. J. Woolley Company, Lamco Industries, Inc. aid Hartford Steam Boi. lor, the Authorized Inspection Agency. During the course of the investigation, an ap-parent conflict between paragraphs NE-2121 (c) and NE-2311 (a) of Section III and the ASME material ' specification was noted. Accordingly, an incuiry was sent to the ASME for a code interpretation. The response received indicated that the ! material in question did deviate from the ASME Code requirements, thus result-i ing in a 50.55 (e) deficiency.
, 3. Description of Deficiency l
One-half inch ASME SA-516 Grade 70 PVQ carbon steel plate used in the fabrica-tion of Catawba personnel locks S/M 32360, 32385, 32290 and 32335 was purchased by Lamco Industries, Inc. in violation of ASME Section III, Subsection NE, Par-agraph 2121.2, 1971 Edition; Summer of 1972 Addenda. This deficiency is noted l on W. J. Woolley Company Corrective Action Request Number 1047-1, Rev.2 (at-tached). The air locks have been tagged at the jobsite in accordance with 1

Normali:- ing of material is done primarily to improve impact properties and enhance duc-tility. For non-normali:ed material, Charpy impact testing assures minimum re-quirements are met. This is particularly important for low temperature appli-cations. Examinations of the maximum stress levels for the Catawba personnel locks indi-cates that they are all well within the elastic range for all loading conditiens. In additicn, steady state thermal analyses of the Reactor Building ccrolex in-dicate that the minimum personnel lcck tenperature will be accve t5 0 F. Therefore, actual design conditions would preclude the need for normali:ing or Charpy testing except to meet an ASME Cade raquirement. If this deficiency had gone undetected, public safety would not have been jecp-ardized.
- 5. Corrective Action
. The corrective action to be employed for this deficiency will bring the Cataw-ba persennel locks into full ccepliance with Section III, Subsection NE, of the ASME code. Charpy test samples will be secured fecm the locks for each slab of the material used in fabrication. The lecks were fabricated using ene-half inch plate material frcm 20 slabs taken frcm 3 different heats.
The attached letters from W. J. Woolley Ccepany, dated August 7 and 8, 1980, includes sketches identifying where the samples are to be taken, hcw the samples are to be identified, handled and tested, and how repair of the samoled area is to be made. All repair work will be done in accordance with ASME code require-ments including materials, welding, NCE inspecticn and retesting as required. I To date, nine (9) of ne twenty (20) slabs involved have been Charcy impact l tested using samples taken frcn material available at the fabricaters shop. All of these tests meet minimum ASME code requirements. l i
- 6. Final Recort A final report will be submitted in March 1981. The final report will include results of the testing program and repairs.

Please find attached a photocopy of an answer to an inquiry concerning SA-516 material. . According to the inquiry flE-2121(c) allows that the material (SA-516) either be normalized or have impact testing performed which meets the acceptance criteria of flE-2300. In order for the Personnel Airlocks in question for the Catawba tiuclear Power Plant to meet the requirements of the AS!!E Code the material of the lock would have to be either normalized or perform impact testiry as required. Therefore, the material used in the fabrication of the Personnel Airlocks must be impact tested if not normalized. An alternative would be to remove the ASME Code Stamping and furnish a non-code Data Report in lieu of the ASME Code Data Report if this would be acceptable to the owner. With reference to Corrective Action Request 1047-1 Rev. 2. We have submitted our proposed disposition to our A'JI (Hart ford Steam Boiler Inspection Agency):
- They have reviewed and submitted an inquiry to the ASME. Please find the res-ponse enclosed.
It is the intent of the Woolley Company to meet the applicable requirements based on the ASME Code interpretation. Therefore, we will have to take actual physical specimens for testing f rom the hardware. A complete list which will include: size of specimens and location will be forthcoming (no later than 7-31-60). The actual cutting is to be performed by personnel supplied by Duke Power Co., which shall be under the supervision of a W. J. Woolley Co. representative.
