Dear Dr. Plesset:
I regret I will not be able to meet with the Committee on Friday.
I had hoped to discuss with the Committee its letter of July 15, 1980 to me on hydrogen control measures at Sequoyah.
I am not sure I understand it.
If I may sharpen my original questions:
(1)
Does the Committee believe additional hydrogen control measures are necessary for ice condenser containments?
(2)
Is the Committee reasonably persuaded of the effectiveness of distributed igniters in ice condenser containments?
Can such igniters be counted on to keep pressure increases caused by hydrogen burns at suitably low values --
which I would define as design pressures -- during accident sequences involving TMI-like quantities of hydrogen?
I would appreciate the Committee giving these questions its close attention.
We are after all not talking of dealing with remotely hypothetical events but of protecting against what was experienced last year.
As you know I have had R&D Associates examine the Sequoyah containment strength and the potential effectiveness of igniters.
Two RDA papers are attached for your information.
