This confirms a discussion between Mr. T. F. Gerrets of your staff and Mr. W. C. Seidle of my staff on July 24, 1980, regarding resumption of work by your subcontractor, Nuclear Installation Services Company (NISCO).
It is our understanding that you have completed all actions identified in our letter to you dated May 9, 1980, and as discussed in our letter to you dated June 11, 1980, as they pertain to the NISCO scope of work, and plan to permit NISCO to resume work on a phased basis such that you may monitor the effectiveness of the NISCO corrective actions.
Our inspectors have con-firmed the completion of your audit of NISCO's quality assurance program and subsequent corrective actions, the adequacy of the NISCO training program and its implementation, the adequacy of the NISCO procedural control program, and the correction of identified discrepancies in cleanliness zone boundary controls.
On this basis, we have no objection to your planned release of the NISCO stop-work order.
If your understanding of this matter is inconsistent with the above, please contact this office immediately.
