Dear Mr. Eisenhut:

As expressed in previous correspondence and in an April 1, 1980 meeting with the NRC staff, the SNUPPS Utilities are deeply concerned about the lack of progress made in the NRC Staff's technical review of the Callaway and Wolf Creek OL applications. Your letters to Union Electric Company and Kansas Gas and Electric Company dated July 31, 1980 reported the results of the acceptance reviews of the Callaway and Wolf Creek operating license applications. However, over ten months have passed since the SNUPPS FSAR was tendered.

The referenced letter was a follow-up to the April 1, 1980 meeting and made several definitive suggestions for expediting the NRC review. To date we have not received a response to this letter. Now that the accep-tance reviews have been completed, it is appropriate and necessary to make plans for the conduct of the substantive portion of the NRC review.

It is proposed that an NRC-5NUPPS meeting be held to explore ways to ex-pedite the OL review as suggested by Mr. Denton in the April 1 meeting. A meeting objective should also be to establish a definitive plan of action for the conduct of the review. It is suggested that this meeting be held no later than the week of August 25, 1980. Your letters of July 31, 1980 indicated that schedules for the Callaway and Wolf Creek reviews are yet to be developed. It is hoped that these schedules would be prepared and could be discussed during the late tugust meeting.

The SNUPPS Utilities believe that carefully planned and properly conduct-ed meetings could be used to enhance the transfer bf information and thus ,

reduce the time required for the OL review. Three types of meetings are suggested for the review of the SNUPPS FSAR. First, reviewer indoctrina-tion meetings could be held to minimize the number of clarification-type Qg/

questions that are typical in the first round of NRC review. A series of P interbranch review meetings could be held at the sites and at the SNUPPS .5 model in Gaithersburg. These interbranch review meetings were suggested i I 8008150 gg

  • by Mr. D. Ross at the April 1, 1980 meeting. Finally, topical meetings

, on such subjects as the auxiliary feedwater system, DC power systems, pipe break protection, and human factors engineering could be held. The late August alanning meeting should be used to develop a specific program for the incorporation of all these types of meetings in the OL' review.

Please call to establish the date for the initial meeting sugyested above.

Your attention to this matter is appreciated.

Verygrulyyours,

Dear Mr. Denton:

On behalf of the SHUPPS Utility Officers who met with you in your office ,

the morning of April 1,1980, I have been asked to express an interest on their part in pursuing the SNUPPS operating license applications of Callaway 1 and Wolf Creek along the lines suggested by you and your staff. The referenced letter expressed a concern regarding the lack of progress in tne NRC's review of the SNUPPS FSAR and the Callaway and Wolf Creek OL applications. The April l meeting of the SNUPPS Manage-ment Committee with your staff was intended to discuss the situation and to explore ways in which the review process could be expedited.

l During the meeting, the NRC suggested several actions that would assist l in expediting the review. SHUPPS endorses the NRC plans to develop new review techniques and is prepared to cooperate fully in assisting the l

f4RC. The purpose of this letter is to propose a program for the start of the NRC review and to suggest other plans for the OL review.

The SNUPPS participants believe the strengthening of the authority and responsibility of the NRC project managers, as intended by the NRR i reorganization, is a positive step toward improved NRC reviews. In l consideration of this organizational change and the NRC intent to name l

a new SNUPPS project manager by May 1,1980, a set of initial meetings.

with the new project manager is proposed. A preliminary itinerary for

, the project manager is as follows:

Monday - Meet with SNUPPS Staff and Utility personnel in. Rock-ville to discuss the SNUPPS organization, basic plant features and characteristics, and content of the FSAR with emphasis on changes introduced since the PSAR.

Discuss SNUPPS' similarities with other, previously re- ,

viewed plants. Discuss SNUPPS' plans relative to the NRC's TMI action plans (if issued). Tour the SNUPPS model at Bechtel's Gaithersburg offices.

.SLNRC 80-20 Page Two Tuesday - Examine the SNUPPS simulator at Zion, which is a duplicate of the SNUPPS control room. Discuss safety status displays, operator training, and simulators planned for each site.

Plan a future, several-day simulator training session for the project manager and/or other NRC personnel.

Wednesday -

Tour the Callaway jobsite.

Thursday -

Tour the Wolf Creek jobsite.

Friday - Meet at SNUPPS' Rockville offices. Open discussion of pro-ject status. Development of plans for the remainder of the NRC review.

An introduction to SNUPPS, such as suggested above, is intended to a:sist the NRC in indoctrination of the project manager to enhance prompt com-pletion of the acceptance reviews. As stated by Mr. Ross at the April 1, 1980 meeting, the SNUPPS applications could be doc < ted by mid-May 1980.

After docketing, Fuel Load Forecast Panel visits to Callaway and Wolf Creek could be conducted in June or July. A series of interbranch re-view meetings could also be conducted in this time frame. Locations for these meetings could be at the sites, as suggested by Mr. Ross, and at the SNUPPS model in Gaithersburg. The model has proven tc be a valuable tool for internal safety reviews and could scPye a similar ft1ction for the NRC. The topics for the first of these meetings could be those suggested by the NRC, i.e., auxiliary feedwater and DC power ;ystems.

The SNUPPS applicants are taking action on, or exploring the possibi-lity of, other steps to aid the NRC's review. As examples, even though the SNUPPS control room design has been extensively reviewed by utility, A/E, and NSSS personnel, an independent review to consider recent NRC concerns is planned. Additionally, a second reliability study of the SNUPPS auxiliary feedwater system, to include the effects of changes in-I troduced during the. evolution of the detailed design, will be conducted.

The results of these studies would be available to the NRC. SNUPPS' plans can be discussed in more detail with the NRC project manager at the early May meetings proposed above.
