Dear Mr. Grier:

The attachment has brought to our atten: ion a deficiency in the subject Rosemont trip / calibration units and transmitters which has previously been reported to the USNRC on March 21, 1930 by General Electric Company under the provisions of 10CFR, Part 21.

The subject Rosemont equipment is being supplied by General Electric for use a Limerick Generating Station.

We consider the defiencies described in the attachment a significan deficiency per 10CFR50.55(e) and are hereby notifying you as required.

We believe that the General Electric report submit:ed under the provisions of 10CFR, Part 21 provides the information required for 10CFR50.55(e) reporting.

Therefore we anticipa:e that this le::er will be our only report to you on the subject.

This defect is in the Rosemont 51000 trip / calibration units and Model 1152 pressure trans-mitters.

The defect was judged reportable on March 19, 1980.

We are presently identifying the location of the defective devices and will be forwarding instructions for correcting the defects in the near l

Reportable Condition Rosemount Trip / Calibration Unit and Transmitter 1

l Cent'ral ficct.ric has been adviscd by Rosemount that some of. the Model 51000 trip / calibration units and Model 1152 pressure transmitters contain def ects which if lef t uncorrected would p.revent proper performance of their safety function.

The trip unit is uscd in conjunction with the

~

pressure transmitter to provide high or low trip signals.

The pressure transmitter is used for direct pressure measurement transmission or as a level sensor in conjunction with a dif ferential pressure measuring device.

The trip unit has a common mode failure of an essential switch that determines the trip output logic.

The malfunction open-circuits the logic tnereby providing an inoperable signal.

As an example, when used as an ECCS water level trip unit, this can result in failure to trip on low water level.

The trancmitter has a common mode failure of a capacitor when the trans-mitter operating temperature is greater than 175*F or when the damping

.potentio=cter is rotated clockwise.

The failure is manifested as a drop in transmitter output current up to 10 percent of the correct current.

As an example, when used as a pressure transmitter, this can result in transmitting reactor pressure 10 gercent lower than actual.

The following corrective actions have been initiated:

Roserount will replace the defective switches in the affected trip units and the defective capacitors in the af fected transmitter units that have been shipped-to-GE including those shipped on to utilities by CE.

. GE will notify all potentially affected utilities and apprisa them of the corrective actions to taka.
