Gentlemen:

This refers to the routine inspection conducted by A. Tillman of this

office on July 7-10, 1980, of activities authorized by NRC Operating

License Nos. DPR-33, DPR-52 and DPR-68 at the Browns Ferry Nuclear Plant

and to the discussions of our findings held with J. L. Harness at the

conclusion of the inspection.

Areas examined during this inspection included your Physical Security

Program as implemented under the provisions of Title 10, Code of Federal

RegulationsrPart437 " Physical-Protection uf-P1 ants 7nd Materials," and

-

the specific requirements of your approved Security Plan. Within these

areas, the inspection consisted of selective examinations of procedures

and representative records, interviews with personnel, perfcnnance tests,

and observations by the inspector.

Within the scope of this inspection, no new items of noncompliance were

disclosed.

We have examined actions you have taken with regard to previously identified

enforcement matters. These are discussed in the enclosed inspection report.

As per discussion between K. H. Besecker of your office, and members of

my staff on August 5,1980, it is our under;tanding that we will be

provided a list of firm dates for installation and operability of security

equipment required by your Physical Security Plan on August 6, 1980.

In accordance with Section 2.790(d) of the NRC's " Rules of Practice,"

Part 2, Title 10, Code of Federal Regulations, activities involving

safeguards and security measures are exempt from public disclosure;

therefore, the enclosed inspection report with the exception of the

report cover page, which is an ins;,ection summary, will not be placed

in the Public Document Room.
