.I am most pleased that you contacted me concerning ithe archeological _ resources at-the' Midland Nuclear Plant alte. In 197T,JI.was appointed first State Archeologist of Michigan within the1 Michigan Department'~of State. While it is possible that the. construction EIS.was prepared prior to-my appointment, a'ctual construction was taking place while I was State:Archeologist. At no time between 1972 and 1975, did:.any-representative from. Consumers Power Company or.the

.-NRC. contact me about the potential' impact of'the project.

Between 1972'and 1974, I received numerous reports from avocational archeologists in the Midland and Saginaw  ;

areas.about the--disturhance of rich archeological deposits: .!

~during' construction.. I attempted.to find out what could be done.about this, but until.1973', the. State Historic.

Pres ~ervation-Officer was located in another state agency and made. minimal use'of:the' expertise available in the Department q of State. .All I could find out was that the SHPO, who was t a. landscape 1 architect with no archeological or historical
