Dear Mrs. FitzGibbon:
MService On September 14, 1977, the Nuclear Regulatory Comission sent you the
" Tendered Application" for operating licenses for Midland Plant Units 1 and 2.-
At that time we advised you that a " Formal Application" would l
be submitted in about thirty or forty days..

On November 16, 1977, Consumers Power Company submitted its "Fonnal Application" for the two operating licenses. The " Formal Application" was docketed on November 18, 1977, and consists of the following:

Final Safety Analysis Report - (FSAR) - Volumes 1 - 18 E
We are sending this material to you today. Upon receipt, the " Acceptance t
Review" copies of the General Information and the FSAR, as well as the Preliminary Safety Analysis Report (PSAR), should be taken off the. shelf and replaced with the enclosed " Formal Application". Mr. Wayne MacDonald, Consumers Power Company's Local. Public Document Room Coordinator for Midland, has offered his assistance in this regard. Please call Mr.
MacDonald at (517) 835-7181 when you receive the " Formal Application".
3 The Environmental Report is scheduled for submittal in March 1978 and will be sent to you at that time.
