This refers to the inspection conducted by Messrs. Hayes, Rohrbacher and

Vandel of this office on July 23 - 26 and August 8 - 10, 1973, relative to

the Midland Plant, Units'I and 2, authorised by AEC Construction Permit

No. CPPR-81 and No. CPPR-82, and to the discussions of our findings with

Messrs. Kessler, Bills and others of your staff.

Areas awa= 4ed during the inspection are identified in the enclosed report.

Within the areas reviewed, the inspection consisted of selective examination

of procedures'and records, intarviews with personnel and observations by

the inspectors.

No violations of AEC regulations were identi*ied within the scope of this

inspection.

With regard to questions raised during this inspection,' and during a subse-

quant meeting held with you in the Region III office, on August 16, 1973,

we understand that you intend to review yet'r Quality Assurance organization

i

for the Midland Project and that your review will be based on our comments

relative to clarification of responsibilities and independence of the

Consumers Power Company Quality Assurance organization.

A copy of our report of this inspection is enclosed and, in accordance with

Section 2.790 of the AEC's " Rules'of Practice," Part 2, Title 10, code of

Pederal-Regulations, a copy of this letter with the enclosed inspection

report will be placed in the AEC's Public-Document Room. If the inspection

report contains information which you or-your contractors believe to be

proprietary,^it is necessary that you submit a written application to this

office, within 20 days of the date of this letter, requesting.that such
