Gentlemen:
We have reviewed and accepted the revised Fundamental Nuclear Material Control Plan dated September 1,1980 which was submitted in response to our request dated July 13, 1979.
In order to ensure complete compliance with the requirements of 10 CFR 70.58, we have found it necessary to require that your material control and accounting program be strengthened in certain respects. Accordingly, the new conditions listed in Enclosure 1 to this letter are being added to your license.
These new conditions were discussed with Messrs. Collopy and Wolvendyk of your staff on September 15, 1980 and consenual agreement concerning their j
acceptability and wording was reached.
In order to consolidate these i
conditions and withdraw obsolete conditions, Sections 1.0 tnrough 8.0 l
of Amendment MPP-1 to Special Nuclear Material License No. SNM-368 are hereby.
revised, as set forth in Enclosure 2, effective i:rnediately.
We have aetemined that your revised Fundamental Nuclear Material Control i

Accordingly, pursuant to Section 2.790(d)(1), such information l
is deemed to be commercial or financial information within the meaning of j
10 CFR 9.5(a)(4) and shall be subject to disclosure only in accordance with the provisions of 10 CFR 9.12.
