V Appendix A NOTICE OF VIOLATION Union Electric Company Docket No. 50-483 Based on the results of the NRC inspectioa conducted on July 1-3, 1980, it appears that certain of your activities were not conducted in full compliance with NRC requirements as noted below.
Item (1) is a defi-ficiency, item (2) is an infraction.
1.
10 CFR 50, Appendix B, Criterion 5 and SNUPPS PSAR paragraph 17.1.5 requires that activities affecting quality.
. shall be accom-plished in accordance with these instructions, procedares, or drawings.
Daniel International work procedure WP-506 " Control of Tools Used on Stainless Steel Pipe, Plate and Shapes" requires that brushes, grinders, and other tools be marked with white paint when used to fabricate stainless steel.
Contrary to the above pipe fitter and welder personnel were observed to be using unmarked brushes and grinders.

10 CFR 50, Appendix B, Criterion XVI and SNUPPS PSAR paragraph 17.1.16 requires that " measures shall.
. assure that the cause of the condition is determined and corrective action taken to preclude repetition".
Contrary to the above uncontrolled welding material was identified and reported in NRC report 483/80-03. This condition has not been corrected in that during the reporting period uncontrolled welding materials were again observed at many different locations.
