, NOTICE OF VIOLATION United Nuclear Corporation Wood River Junction, Rhode Island License No. SNM-177 Docket No.70-820 Based on the results of an NRC inspection conducted on June 2-5, 1980, it appears that one of your activities was not conducted in full compliance with NRC regu-1ations and conditions of your License No. SNM-777 as indicated below.
The item is a deficiency.
License Condition No. 9 of License No. SNM-777 authorizes use of special nuclear material in accordance with Section 300 of the licensee's application.
Sub-section 306.2.2, Zone control Limits, states that, " Nuclear criticality safety control limits within a zone are established as described in Subsection 303."
Subsection 303.3.1, Warehouse Storage, states that "All other containers (containers other than DOT approved containers) in the warehouse will be stored using a surface density criteria of 175 grams (U-235) per square foot."
Contrary to the above, on June 5,1980, the nuclear criticality safety limit posted in the warehouse for the storage of fissile material contained in the inner containers of UNC-2600 shipping containers was not established in accordance with the surface density criteria of 175 grams U-235 per square foot. The maximum limit which should have been used was 8.4 kilograms of U-235 on the basis of the 48 square feet surface area assigned to each inner container. The limit of 10 kilograms of U-235 actually used was for material stored in the UNC-2600 shipping container.
