Gentlemen:
This refers to the inspection conducted by Messrs. J. P. Jaudon and L. A.
Yandell of this office during the period of July 28-31, 1980, of activities
authorized by NRC Operating License DPR-40, and to the discussion of the
findings with members of your staff at the conclusion of the inspection.
Principal areas examined during the inspection were the licensee's:
(1)
organizational structu
nd the qualifications /expcrience of personnel in
key management positions and (2) 1.ne calibration program for safety-related
instrument systems.
Within these areas, the inspection consisted of selective examination of
procedures and representative records, interviews with personnel, and
observations by the inspectors.

During this inspection, members of the Region IV staff and a representative
of NRR's Division of Project Management met with you and your staff on July 31,
1980. The purpose of this meeting was to discuss the region's first annual
evaluation of OPPD activities at the Fort Calhoun Station.
This evaluation was
made in accordance with the requirements of Task I.B.2 of the "5RC Action Plan
Developed as a Result of the TMI-2 Accident" (NU.2G 0660) and the NRC's program
entitled the Systematic Assessment of Licensee Performance (SALP).
The results
of the evaluation are documented in enclosure 2 to this letter.
There will
be no further changes in the scope or frequency of our inspection activities
at the Fort Calhoun Station as a result of this evaluation.
Within the scope of this inspection, no items of noncompliance were identified.
In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2,
Title 10, Code of Federal Regulations, a copy of this letter and the
enclosed inspection report will be placed in the NRC's Public Document Room.
