9 APPENDIX A NOTICE OF VIOLATION Tennecsee Valley Authority License Nos. DPR-33 Browns Ferry, Units 1, 2, and 3 DPR-52 & DPR-68
-Based on the NRC inspection May 3 thr'ough June 1,1980, certain of your activities were apparently not conducted in full compliance with NRC requirements as indicated below. These items have been categorized as described in correspondence to you dated December 31, 1974.
As required by Technical Specification 6.3. A, detailed written procedures shall be prepared, approved and adhered to for surveillance and testing requirements.
Contrary to the above, on May 6, 1980, Units 1, 2, and 3 control room operators were performing Surveillance Instruction 2, Instrument Checks and Observations, using a section which had been superceded by an approved revision dated July 10, 1979.
This is a deficiency. A similar item was previously identified to you in our letter dated May 21, 1980. This item is applicable to Units 1, 2, and 3.
