Enclosed is our response to R. C. Lewis' July 24, 1980, letter, RII:RFS 50-259/80-24, -260/80-18, and -296/80-19, concerning activities at Browns Ferry Nuclear Plant which appeared to be in i
noncompliance with NRC requirements.
We have reviewed the abeve inspection report and find no proprietary information in it.

Appendix A of the referenced letter identified activities which were apparencly in noncompliance with NRC requirements.
The following are those activities and our response.
Infraction As required by technical'apecification 6.3.A, detailed written procedures shall be prepared, approv,ed, and adhered to for surveillance and testing requirements.
Contrary to the above, on May 6,1980, units 1,. 2, and 3
. control room operators were performing surveillance instruction 2 instrument checks and observations, using a section which had been superseded by an approved revision dated July 10, 1979.
Response
Corrective Steps Taken and Results Achieved The outdated surveillance instruction data sheets were promptly removed from the control room files and replaced with current revisions. Additionally, the responsibility for upkeep of the surveillance instruction data sheet file has been assigned to specific individuals that are more experienced in filing procedures.
, Corrective Steps Which Will Be Taken To Avoid Further Noncompliance An experienced clerk will be assigned regularly to audit the surveillance datasheetfilesandmainh.aintheinventoryofcurrentdatasheetsas required.
The Date Full Compliance Will Be Achieved Full compliance was achieved by May 30, 1980, in that the files had been audited and updated. Maintenance of the file is a continuous effort as l-outlined in plant procedures.
