Enclosed please find an application from Nisho-Iwai America Corporation for a license to export 2,250 pounds of heavy water to Japan for use in the prototype advanced themal reactor "FUGEN".
Before taking action on this license application, we would appreciate your views, in accordance with established procedures and from the overall perspec-tive of the Executive Branch, as to whether the proposed export meets the applicable criteria in the Atomic Energy Act of 1954 as amended by the Nuclear Nonproliferation Act of 1978.
