TROJAN NUCLEAR PLANT t
DOCKET NO. 50-344 By letter dated April 14, 1980, Portland General Electric Company provided information regarding two specific fire protection modifications identified as-incomplete in the Trojan Fire Protection Safety Evaluation Report (SER) of March 9,1978. We have completed our review and it is presented below:
Item 3.2.2 - Cable Trav Tests In the SER, we expressed a concern for separation of redundant equipment and cabling in the switchgear room. The licensee proposed to install a three-hour fire rated wall to separate Train A and Train B equipment in ~the area. We have reviewed this proposal and determine that an appropriate design basis has been selected, l
. Based on our evaluation, we conclude that the installation of the three-hour j
fire rated wall in the switchgear room will preclude the possibility of a fire affecting redundant equipment and, therefore, it is acceptable.
l Item 3.2.6 - Containment Fire Suppression The licensee had committed to a reactor coolant pump (RCP) oil collection system. However, we were concerned as to whe-her this system would be
. designed for leaks and/or dropping of system components during a safe shut-down earthquake (SSE). The licensee responded to this concern by stating l
that the oil collection system will be seismically supported and sized for l
the largest oil leak that could occur during tSe 5SE. We have reviewed this proposal and are satisfied that an appropriata design basis has been selected.
Based'on our evaluation, we conclude that the installation of a seismically
~
designed RCP' oil collection system. meets our fire protection guidelines, and is, therefore, acceptable.

Technical Specifications By letters -(2) dated June 19, 1980, the licensee proposed Technical Specification changes to add operability and surveillance requirements for fire -protection features added since the issuance of our first fire protection SER on March 9, 1978. The licensee also proposed several miscellaneous changes related to fire _ protection.
We have reviewed the proposed changes and determined that the proposed additions and changes include all necessary items contained in our fire protection evaluation, are consistent with licensing guidance contained in the NRC Standard Technical Specifications, and are therefore acceptable.
Envircnmental Consideration We have determined that the amendment does not authorize a change in effluent types or total amounts' nor an increase in power level and will not result in any significant environmental impact.
Having made
.his determination, we have further concluded that the amendment involves an action which is insignificant from the standpoint of environmental impact ar.d, pursuant to 10 CFR 51.5(d)(4), thct an environmental impact statement or negative declaration and environ-mental impact appraisal need _not be prepared in connection with the issuance of this amendment.
Conclusion We find that the Fire Protection Program for the Trojan Nuclear Plant with the improvements already made by the licensee is adequate for the present

and, with the scheduled modifications, will meet the guidelines contained in Appendix A to Branch Technical Position 9.5-1 and meets General Design Criterion 3 and is, therefore, acceptable.
We have concluded, based on the considerations discussed above, that:
(1) because the amendment does not involve a significant increase in the_ probability or consequences of accidents previously considered

and does' not involve a significant decrease in a safety margin, the atendment does not involve a significant hazards consideration, (2) there is reasonable assurance that the health and safety of the public 4
will not be endangered by operation in the preposed manner, and (3) such activities will be conducted in compliance with the Com-ission's regulations -and the issuance of -this amendment will not be inimical to the comnon defense and security or to the health and safety of-the.public.
