APPENDIX A NOTICE OF VIOLATION South Carolina Electric and Gas Company License No. CPPR-94 V. C. Summer Nuclear Station Based on the NRC inspection June 1 - July 3,1980, certain of your activities were apparently not conducted-in full compliance with NRC requirements as indicated below.
These items have -been categorized as described in corre-spondence to you dated December 31, 1974.
As required by 10CFR50, Appendix B, Criterion V and as implemented by Section 17.1.5 of the FSAR " Activities affecting quality shall be
. prescribed by documented instructions, procedures or drawings... and shall be accomplished in accordance with these instructions, procedures and drawings."
Start Up Manual Procedure SUM B-8 " Conduct of Start Up Testing", Section 3.1 states that "An Official Test Copy of the approved test procedure will be followed in performing the test.

Contrary to the above, on June 10, 1980, Dreoperational Test Procedure i
CS-7, Boric Acid Transfer System, Revision 2 was performed using a draf t l
copy of the procedure instead of the Official Test copy.
This is an infraction.
