.f a request to change the Big Rock Point Technical Specifications.

The enciesed Technical Specifications change is in direct response to NEC letter dated July 2, 1980, which requested Consu=ers Power ccmpany to sucnit a license amendment application to incorporate specifications addressing acticns taken in response to Categcry "A" ite=s frcm TMI-2 Lessens Learned. Specifically, the following topics are addressed:

(1) E=ergency Power Supply / Inadequate Core Cooling,(2) Valve Pesitten Indication, and (3) Containment Isolation. Topic (h) Shift Technical Advisor (STA) is not addressed in this change request be-cause Consu=ers Power Company's position with respect to a long-term program for the STA (ref NRC letter dated September 5, 1980; iten I.A.1.1) has not been fi-nalized. Currently, STA's are provided in acecrdance with the program cutlined in our sut=ittal dated March lb, 1980. Consu=ers Power Company vill request apprcpriate Technical Specifications changes upon for=alization of its 1cng-tern preg as. of the NEC letter dated July 2, 1980 requested license amend =ents for Systems Integ ity and Iodine Monitcring. Consumers Power Company has pre-viously addressed both topics in its submittal dated March lh,1980. With re-spect to Systems Integrity, the core spray recir.culation system portions cut-side of containment are currently required to be tested each refueling outage 0\\

since testing cannot be performed during pcVer operation. Therefore, a limiting 0l condition for operation (LCO) reflecting test requirements is not censidered g

applicable and no changes to the current Technical Specifications are proposed.

t Consumers Poser Oc=pany has encountered difficulties in obtaining por able spec-tral analyzers; therefore, Technical Specifications changes vill not be requested i for Iodine Monitoring until all details of the proera: =ay be factcred into the 9g change request.

2 The proposed change has been determined to be a Class III change pursuant to 10 CFR 170.22 because the change involves infor=ation previously reviewed and requested by the Comissica to be incorporated into the Big Rock Point Techni-cal Specifications. A check in the amount of $h,000 is attached for the re-quired fee.
