Dear Mr. Daniels:
I as writing in reply to your September 3 letter addressed to Ms. Jeanne Cook.
Philadelphia Electric Cogany has been authorized to build the Limerick Nuclear Power Station, but it has not been authorized to operate it.
And I do not accept the proposition that the substantial financial investment will be the determining factor in that decision.
Should Philadelphia Electric elect to seek a license--and I know of no reason why it would not-there will be'a detailed safety and environ-mental review by the NRC staff. Further, an opportunity for a public hearing will be offered.
Anong the things that will have to be considered are the adequacy of emergency planning on the state and local level as well as by Philadelphia Electric; the question of the very high population density in the area surrounding the facility; and the utility's compliance with new require,
ments resulting from lessons learned froe the Three Hfle Island accident.
In closing, the NRC can refuse to permit eventual operation of the Limerick Nuclear Power Station; it cannot require that it be converted to another kind of electric generating facility.
