DRAFT PARTIAL REPORT FOR CLOSE0VT OF BULLETIll 86-03, DATED FEBRUARY 22, 1989 We have reviewed your February 22 draft of the closeout report for IE Bulletin 86-03. Except for the introduction, the parts of this report that have been
.t completed appear to be satisfactory. The introduction seems to mislead the reader as to the subject of the bulletin, so we believe that it should be re-written. We have the following suggestions that should help clarify this section:
1.
The second paragraph of the introduction, dealing with the Brunswick problem, should be deleted, as the control logic problem that is discussed there is not related tc the problem addressed by the bulletin.

Likewise, the fourth paragraph, with the exception of the reference to the infonnation notice, should be deleted, as neither the Brunswick nor the Peach Bottom problems are really related to the bulletin. The reference to the notice should be used to introduce tho third paragraph.
3.
The third paragraph should be expanded to clearly describe the problem identified at Point Beach, where a single failure related to the valves in the comon minimum flow return line could have disabled both SI pumps.
4.
The fifth paragraph should also be expanded to discuss the reason for the bulletin, that is, that the Point Beach problem had also been discovered at Robinson, Ginna and Turkey Point.
5.
An additional paragraph should be included to briefly outline the addressee actions required by the bulletin.

Bulletin 86-01 in the abstract. This should be deleted because, without any further discussion of its relevance to the subject It is confusing. The l
use of previous actions required by Bulletin 86-01 to satisfy the require-ments of Bulletin 86-03 could be discussed in the introduction, in a paragraph dealing with the required actions (item 5 above).
