.This refers to the routine safety inspection conducted by Messrs. W. B. Grant
,
and M. A. Kunowski of this office from September 19-22, and October 23 to
November 3, 1989, and to the special inspection conducted by Mr. M. A. Kunowski
<
on November 3-14, 1989, of activities at Braidwood Station, Units 1 and 2,
authorized by NRC Operating Licenses No. NPF-72 and NPF-77, and to the
discussion of our findings with Mr. R. Querio and others of your staff at
the conclusion of the onsite inspection.
It also refers to the telephone
discussions with Ms. E. Roche and others of your staff on November 14 and
29, 1989, and with Mr. Querio on November 29, 1989.

The. enclosed copy of our inspection report identifies areas examined during
<
the inspection.
Within these areas, the inspection consisted of a selective
examination of procedures and representative records, observations, and
'
interviews of personnel.
The inspection also included a review of your investigation of a possible
overexposure to a radiation protection technician. We concur with your
findings that the technician received no exposure of significance and the dose
registered on his TLD came from its deliberate exposure in the station's gamma
calibrator by someone unknown.
As noted in the exit interview and in
subsequent telephone discussions, we consider tampering with personal
dosimetry devices to be a serious matter which demands firm action and
continuing attention on your part to preclude recurrence.
Our inspection
found that the matter was properly stressed by Mr. Querio and others in
meetings with station personnel.
We also understand that the station has
.
significantly strengthened access control to the calibrator keys by requiring
,
logged issuance by radiation protection supervisors for each use, and by
requiring that neutron badges be returned to the radiation protection office
after each use.
If our understanding of the station's actions in response to
.
-this event are not correct, please inform us immediately in writing.
No violations of NRC requirements were identified during the course of this
inspection.
