Dear Mr. Backus:
This responds to your letter of November 22, 1989 to me.

You state that my November 17, 1989 letter is not a sufficient response to the matters you addressed in your November 8,1989 letter to me.
In your letter of November 8,1989, you requested that I try to find out for you "if [Consis-sioner Thomas Robertsj can state whether he has, in the past, had any l
discussions with Gcvernor Sununu..." regarcing a technical basis for a reduction in tt.e size of Seabrook's emergency planning zone and deferral of the design and construction of Seabrook's tierting and notification system, "or otherwise expressed opinions on either the adequacy of, or the require-l ments for, an emergency plan around the Seabrook nuclear power plant...."
The only justification for your request was a brief quotation from a deposition transcript of a FfMA employee, Edward A. Thomas, dated Ptarch 16, 1988, wherein the deponent related his second-hand understanding of some connunication between the Consissioner and the Governor, i
Presumably, your objective in corresponding with me is to determine whether or not I can produce a basis for a party to move to disqualify a Consissioner from voting in the Seabrook proceeding.
I believe that my letter of November 17, 1989, was responsive to your request and entirely sufficient in light of the rather vague predicate presented by Mr. Thomas' March 1988 deposition.
I am sure that you are familiar tith the procedures for moving to disqualify an adjudicator if you are aware of any information that you believe would constitute grounds for disqualification or recusal.
