~ We have completed our review of Revision 25 to the V. C. Sumer Emergency Plan, dated May 16, 1989.
Based on our review, we have concluded that the changes meet'.the planning standards of 10 CFR 50.47(b) and : the requirements of
. Appe.ndix. E to 10 CFR 50. - However, it was noted during the review' that a j
- discrepancy. existed between the Emergency Plan and Implementing Procedure.
l EPP-001, regarding the. Site Area. Emergency initiating condition for an ATWS.
-Specifically, the ~ ATWS-was included in the Plan but.was absent ' from the Procedure.c This discrepancy.was discussed between Mark Counts of-your staff 4
and A~ Boland of NRC, Region II where-is was confirmed that the omission was in error. :

incorporate the Site Area Emergency ATWS initiating condition into EPP-001-
. during the procedure revision currently underway.
Please be reminded: that 10 CFR 50.54(q) requires that. proposed changes which decrease the effectiveness of your Emergency Plan shall not be implemented without application to and approval by the Comission.
However, changes may be made without : Comission approval if such changes do not decrease the effectiveness of the Plan, and-the Plan. -as changed, continues to nmet the standards' of 10 CFR 50.47(b) and the requirements of Appendix E to 10 CFR 50.
If a ' change is made without approval, you should furnish copies in accordance with110 CFR 50.54(q).. Also, any changes to the Emergency Plan Implementing l
Procedures should be made in accordance-with. the requirements to 10 CFR 50, i
